European Institute for Public Administration (EIPA) Training Programme for developing countries' Trade Negotiators and Administrators

In March 2003, FIELD lawyer Alice Palmer took part in the EIPA's training programme for developing countries' trade negotiators and administrators. Trade negotiators came to the training programme from over seventeen developing countries.

The programme aimed to: improve understanding of a broad scope of trade and environment issues ; enable analysis of the environmental aspects of the Doha Development Agenda, with special emphasis on WTO/MEA relationships and on environmental goods and services; and to present the international framework to enhance capacity building in the trade and environment field.

FIELD lawyer Alice Palmer led a session on 'Trade and environment: developing a negotiating position and strategy'. This looked at international actions and frameworks, and the needs and scope of capacity building. The training programme was highly successful in enhancing understanding in many of the complex areas of WTO negotiations.
