COP-9 Side Event on Equity and Justice in Adaptation: On December 6, 2003, M.J. Mace from FIELD spoke on 'Justice in Adaptation: Legal Framework' as one of 5 panelists reporting back on the results of the September 7-9, 2003 Tyndall Centre/FIELD/CSERGE/IIED Symposium on Equity and Justice in Adaptation. That academic seminar explored frameworks for analyzing equity and justice in adaptation and their relation to sustainable development. Adaptation Day at COP-9: On December 9, 2003, M.J. Mace from FIELD spoke on 'Funding Adaptation under the UN Framework Convention on Climate Change' at a full-day event on adaptation organized by IIED, held at the Fondazione Eni Enrico Mattei (FEEM) in Milan, Italy. Adaptation Day featured panels on (a) the science of adaptation, (b) funding of adaptation, (c) adaptation in action and (d) politics and negotiations on adaptation. Future Actions Dialogue. From October 20-23, 2003, FIELD lawyer M.J. Mace participated in the Center for Clean Air Policy's Future Actions Dialogue, held in Jeju Island, South Korea. The workshop was co-hosted by the Korean Ministry of Foreign Affairs and IGES, and addressed future international actions to address global climate change. Justice in Adaption to Climate Change: From 7 to 9 September 2003 FIELD co-hosted an international 'Justice in Adaption to Climate Change' conference with the Tyndall Centre for Climate Change Research, IIED and CSERGE. The conference was held in the Zuckerman Institute for Connective Environmental Research in the University of East Anglia, Norwich. The conference is a part of a Strategic Assessment of Equity and Justice in Adaptation to Climate Change being undertaken by FIELD, IIED, CSERGE and the Tyndall Centre. This conference discussed issues of justice and equity in adaptation to climate change and looked at the implications of these conceptual and empirical insights for future adaptation and its relationship to sustainable development. Proposal for a CDM / JI Linking Directive Adopted: On 23 July 2003, the European Commission adopted the Proposal for a Directive to amend the EU emission allowance trading scheme in respect of the Kyoto Protocol's project-based mechanisms. FIELD has been instrumental in the ongoing development of the European trading regime and provided the Commission with a first draft of the Proposal. Emissions Trading Directive Adopted: On 22 July 2003, the Council of the European Union adopted an Emissions Trading Directive, providing the legal framework for a Europe-wide emissions allowance trading regime. FIELD has been instrumental in the ongoing development of the European trading regime, and the Directive in particular. For more information on how FIELD has contributed to this process, click here.

Legal Issues in the Implementation and Enforcement of Climate Policies in Europe: Read Jürgen Lefevere's presentation, “Legal and Political Framework of the International Climate Change Regime”which he gave at the conference on "Legal Issues in the Implementation and Enforcement of climate Policies in Europe". The conference, organized by the Öko-Institut as part of the Enforcing Environmental Policy (EEP) Network, was held on 16 and 17 June 2003 at the Natural Sciences Museum in Brussels. 18th Meeting of the Subsidiary Bodies to the Climate Change Convention: FIELD lawyers Jürgen Lefevere, MJ Mace and Jona Razzaque attended the 18th session of the Subsidiary Bodies to the United Nations Climate Change Convention from 4 - 13 June 2003 in Bonn, Germany. During the meeting FIELD lawyers provided advice and assistance to the members of the Alliance of Small Island States (AOSIS). Second ENAP Workshop: FIELD and IEEP provided support for the second ENAP workshop on ‘connecting environmental management systems to permitting, inspections and enforcement’. The workshop was held on 12 and 13 June 2003 in London, UK.

UNFCCC Workshop on Insurance and Risk Assessment in the Context of Climate Change: FIELD Staff Lawyer M.J. Mace assisted in the preparation of the UNFCCC's Background Paper for the May 12-13 UNFCCC Workshop on insurance and risk assessment in the context of climate change and severe weather events, and the May 14-15 UNFCCC Workshop on insurance-related actions to address the specific needs and concerns of developing country parties arising from the adverse effects of climate change and from the impact of the implementation of response measures, both held in Bonn, Germany.
