Providing the basis for a CDM / JI Linking Directive

In December 2001 FIELD was asked by the Commission to provide the first draft of a Directive to link the European emission allowance trading regime with the Kyoto Protocol's project-based mechanisms. FIELD finalized the first draft of this Directive in January 2003.

On 23 July 2003 the European Commission adopted its Proposal for a Directive amending the Directive establishing a scheme for greenhouse gas emission allowance trading within the Community, in respect of the Kyoto Protocol's project mechanisms (COM (2003) 403). This proposal is based on the earlier FIELD study.
