Capacity Building in New Member States, Acceding and Candidate Countries on Further Climate Change Action Post-2012

With the Kyoto Protocol's entry into force, industrialised countries are subject to legally binding commitments to limit their emissions of greenhouse gases. The consequences of the practical implementation of Kyoto commitments have been brought to the attention of policy-makers and businesses in the new and old EU Member States alike with the start of the European Emission Trading Scheme in 2005. FIELD is examining the issue of future commitments on climate change as part of a project initiated with a consortium of partners on 'Capacity-building in EU Member States and Accession Countries on Further Climate Change Action Post 2012'. The project aims to strengthen the capacity in the 10 new Member States and accession countries to prepare for and participate in negotiations on future actions under the UNFCCC and its Kyoto Protocol. A series of six capacity building workshops and two conferences for these countries are planned in 2006 and 2007, aimed at facilitating an open-minded societal debate in these countries on the challenges and opportunities arising from international and EU future climate change policy. These events will bring together policy makers, businesses, non-governmental organisations, public authorities and scientists.

Future Climate Change Policy in EU Accession and Candidate Countries: Looking beyond 2012: From 14-15 June 2006, FIELD participated in a third project event held in Sofia, Bulgaria, for stakeholders in Bulgaria, Romania, Turkey and Croatia. Government officials, business representatives, NGOs, and research institutes came together to discuss EU and International negotiations on Post 2012 climate policy in the context of their national circumstances.

Future EU Climate Change Policy in the Baltic States: Looking beyond 2012: From 25-26 April 2006, FIELD participated in a second project event held in Jurmala, Latvia, for Baltic EU new Member States. Government officials, utility companies, businesses, NGOs and think tanks for Latvia, Lithuania and Estonia came together to discuss negotiations on Post-2012 climate policy at the international, EU, and national levels, in the context of their national circumstances.

Future EU Climate Change Policy: Challenges and Opportunities for New Member States, Acceding and Candidate Countries: From 23-24 January 2006, FIELD co-hosted a conference in Warsaw, Poland for EU new Member States and accession countries on the future of EU climate change policy. The conference brought together approximately 70 key players and opinion leaders from politics, business, non-governmental organisations, research institutes and think tanks to discuss the science of climate change, the status of international negotiations, and the role of new Member States, accession and candidate countries in the development of EU climate policy. The conference was organised by Ecologic, Berlin, in co-operation with the Institute for Sustainable Development (ISD), Warsaw, the Institute for Environmental Studies (IVM) at the Free University of Amsterdam, the German Institute for Economic Research (DIW), Berlin, FIELD, and a network of experts from additional institutions in old and new EU Member States.
