Monitoring and Measurement of GHG Emissions

Article 14 of the Emission Allowance Trading Directive requires the European Commission to adopt guidelines for monitoring and reporting of emissions from activities covered under the Directive. The guidelines are to be based on the principles for monitoring and reporting set out in Annex IV of the Directive.

FIELD is currently providing legal input into a study led by ECOFYS in cooperation with TÜV Immissionsschutz und Energiesysteme GmbH and KPMG Sustainability to draft these monitoring guidelines for the European Commission. A draft of these guidelines was sent to the European Commission in July 2003 and has been forwarded to the Member States for consultation.
